Windows 7 Desktop hidden files Question?

I was using Folder options to to show hidden files and discovered that their are 2 hidden files on the desktop named "desktop.ini" for both files if you right click and go to properties on one of them it says the location is C:\Users\Public\Desktop and for the other "desktop.ini" its location says C:\Users\Chris\Desktop whats this about?
